Urban transformation is the process of converting structures that pose a risk of disaster or have reached the end of their economic and physical lifespan into planned and safe living spaces. This transformation encompasses not only the renovation of buildings but also the improvement of infrastructure, landscaping, and the increase of social amenities. By constructing earthquake-resistant, modern, and sustainable buildings, both the safety of individuals is ensured and the overall quality of life in cities is improved.

This process is carried out under the coordination of the Ministry of Environment, Urbanization and Climate Change, in cooperation with local governments, contracting firms, and rights holders. Urban transformation acts as a leverage in economic terms, while contributing to the elimination of haphazard construction in cities, the preservation of historical fabric, and the creation of more livable cities. Transformation projects carried out with proper planning and a participatory approach secure not only the buildings but also the future of society.

1-Who can benefit?

All owners of buildings at risk in Istanbul's 39 districts can benefit from the campaign.

2. What are the project prerequisites?

The new building (excluding parking and shelter) should not exceed one and a half times the size of the old building.

3. "How can I find out if my home/workplace is at risk?"

The risk level is determined by having core samples analyzed by licensed organizations affiliated with the ministry.

4- How to apply for "Half On Us"?

An e-Government application is not required. After the condominium ownership is established, an application is made to the district municipality to determine the rightful owner. On the appointment date determined by the Ministry, the grant commitment and loan agreement are signed with the rightful owner.

5- Do TOKİ and Emlak Konut provide construction support?

In large-scale transformations similar to site-based or block-based developments instead of individual buildings, support is provided through collaboration between the Urban Transformation Presidency, TOKİ (Housing Development Administration), and Emlak Konut (Real Estate Housing) if full consensus is reached.

6. What advantages are provided by area-based large-scale transformation?

A grant of 875,000 TL can also be provided as construction support through TOKİ or Emlak Konut.

7- How is reimbursement handled in area-based conversion?

The grant amount is deducted from the building cost, and the remaining debt is restructured with long-term, convenient payment terms.

8- How much support is provided by the contractor for each residential/commercial unit in the transformation process?

The beneficiary will receive a grant of 875,000 TL and a loan of 875,000 TL for a residential property, and a grant of 437,500 TL and a loan of 437,500 TL for a shop.

9- Can citizens who receive the "Half of It is From Us" support for their first home/business premises also benefit from the campaign for their other homes/business premises?

Beneficiaries who receive 1,875,000 TL in support for one residence can benefit from a loan of 1,750,000 TL for each of their other residences. Similarly, a beneficiary who receives 1,000,000 TL in conversion support for a business premises can benefit from a loan of 875,000 TL for each of their other shops.

10. Is the payment made to the rightful owner or to the contractor?

In building-based transformation projects, payments are made to the contractor on behalf of the rights holders.

11- When and how is the payment made?

Payments are made as follows: 30% when the work begins, 30% when the load-bearing system is completed, 30% during the plastering phase, and 10% when the building occupancy permit is obtained.

12- How much is the evacuation/relocation support?

Evacuation assistance is paid in a single installment of 125,000 TL.

13- Can tenants also benefit from eviction support?

The payment is made to the tenant if the property/business premises are occupied by a tenant, otherwise it is made to the landlord.

14- Will I lose any rights if I build a parking lot and a shelter?

Parking and shelter areas are excluded from the construction area in square meters.
